It’s not difficult to unblock someone: 

1. Tap Tata Pay UPI in Vault 

2. Tap Manage Blocked Contacts 

3. Tap the Delete option, next to the contact you want to unblock.    

Unblocking complete, they’ll now be able once again to ask you for money.
